Ofgem proposes faster energy reforms

In a press release issued today, Ofgem – the Office of Gas and Electricity Markets, has announced its plans to speed up energy industry reforms – the regulators proposals are expected to cut through red tape, speed up the reform process as well as enable consumer representatives to have a more active role.

Ofgem has published its final proposals as a result of the Code Governance Review as a way to introduce a variety of changes to the industry codes – the set of rules which govern the gas and electricity industry in Great Britain, and will:

1) Make the existing arrangements much more transparent and accessible, increasing the scope for smaller players and consumer groups to participate;
2) Speed up as well as simplify code reform processes so that large scale and complex changes can be made more quickly; and
3) Reduce the regulator’s role in code modifications that have little or no customer impact, allowing the industry more self-governance in line with better regulation principles.

Stuart Cook, Ofgem’s Senior Partner for Transmission and Licensing, stated:

“Ofgem’s Code Governance Review has confirmed the need to modernise the UK’s energy industry codes to help speed up the essential reforms necessary to effectively maintain security of supply and smooth the transition to a low carbon energy sector”

Derby Homes & Businesses To Get Super-Fast Broadband

Derbyshire homes and businesses are set to benefit from superfast broadband when BT upgrades its exchanges, reports thisisderbyshire.co.uk. About 79,000 households and businesses will benefit from the upgrades.

BT has announced that it will upgrade exchanges so that homes and businesses in the Derby suburbs of Mickleover, Swadlincote, Long Eaton, Chesterfield and Dronfield will get the faster broadband speeds. They will start the work in the autumn and it’s hoped it will be completed by summer 2011.

BT’s East Midlands regional director said, “Our major investment in super-fast fibre-based broadband is giving this region the sophisticated technology to help it prosper in the future”.

The work is part of BT’s £1.5bn investment in superfast broadband.

CRC Are businesses ready to report?

Businesses remain confused and unprepared for the implementation of the Government’s Carbon Reduction Commitment (CRC) – the revised energy efficiency scheme which is due to start tomorrow! A survey conducted by utility provider npower has revealed that almost half of its business respondents said advice regarding the new legislation was “inadequate”.

According to a published report, 49% of those surveyed confirmed that they do not understand how to buy the necessary carbon allowances with 44% advising that they do not know how to forecast their carbon emissions, which subsequently highlights the fact that the scheme is merely confusing companies.

The CRC scheme is applicable to all organisations with a half-hourly electricity consumption that is over 6,000 megawatt hours. They will then have to submit annual carbon footprint audits as well as buy carbon permits for the following 12 months. Surplus permits can be traded or additional permits can be bought if there is a shortfall.

It is estimated that some 5,000 businesses, which between them account for approximately 10% of the UK’s harmful carbon dioxide emissions, will form the core of the scheme and that another 25,000 will register but partially take part. Companies will have up to six months to register from April 1, 2010, and a further 12 months to establish the necessary monitoring systems.

But, with such a variety of organisations due to be affected by the scheme, including local authorities, supermarkets and banks, the worry is what works for one sector may not work for another.

This is not a new scheme, it is a scheme that has been changed several times – but there is still considerable confusion surrounding which companies fall under its remit and exatly what they will be expected to do.

SSE Renewables Wins European Funding

The green division of Scottish and Southern Energy, known as SSE Renewables, has won a loan worth £400m from the European Investment Bank, reports Recharge. The money will be used for projects in both the UK and Ireland.

The announcement of the loan brings the total funding SSE Renewables has been awarded since July 2008 to around £3.8 billion.

SSE has a number of renewable energy projects on the cards after it recently won the rights to a number of offshore renewable energy developments. SSE now has sites off the coast for marine energy development which means the utility could generate around 800MW of power. It plans to develop these sites with the help of its partners Aquamarine Power and OpenHydro.

SSE Renewables is also set to develop offshore wind at Dogger Bank along with partners RWE, Statoil and Statkraft.

Ovo Undercuts Big Six For Cheapest Energy

The “Big Six” energy companies have been undercut by new boy Ovo, reports thisismoney.co.uk. Ovo has undercut the top six energy suppliers which include British Gas and E.ON and become the cheapest supplier of gas and electricity.

Ovo has cut bills by 7% and now has the cheapest standard tariff gas and electricity. If an average family were to switch to Ovo they could save £355 a year. The New Energy Fixed Tariff from Ovo could mean that a family pays £855 a year for gas and electricity.

However, if you want to look online for a new tariff another new energy supplier, First:Utility still offers the cheapest online deal.

The news emphasises the importance of shopping around and switching your energy supplier in order to get the best deals and online deals are still the way to go.

Welsh Assembly Backs Wylfa Waste inquiry

The Welsh Assembly Government is backing a call for a public inquiry into how to deal with the waste from a planned Anglesey nuclear power station. Horizon Nuclear Power has announced plans to build a new nuclear power station at Wylfa, and although these plans have been welcomed by local politicians including AM Ieuan Wyn Jones and MP Albert Owen, they have been condemned by environmentalists.

In general, the assembly cabinet has been, and is likely to remain opposed to nuclear power however, a spokesperson for the assembly government remarked that it will be engaging in the project to ensure that there are considerable local and regional benefits from the power station’s construction and operation processes.

The decision regarding Wylfa is a matter for the UK government and the Infrastructure Planning Commission (IPC) planning process, but according to the Welsh assembly spokesperson:

“We have a way to go in justifying to the public what must be done in dealing with future nuclear waste… We therefore support the call for a public inquiry on dealing with the waste arising from new nuclear build on the grounds of concern over the safety and security of its management”

However, the Welsh Assembly Government believes that if it continues to exploit the potential for renewable energy it will reduce the need for other, more hazardous, forms of low carbon energy and will consequently prevent the need for new nuclear power stations in Wales.

Govt. Provides £5m For Marine Energy

The Department for Business Innovation and Skills (BIS) has announced that the Government is to provide a £5 million grant for the continued development of marine energy in the UK. The Department reports that the grant will be used to help in the development of a Marine Renewables Business Park at Hayle in the South West of the country.

The idea is that the Business Park will be the home to businesses involved in the marine energy business. The Wave Hub project is actually quite close to Hayle and is also being supported by money from the Government.

The BIS says there is potential in the UK for marine energy with the possibility of 16,000 jobs in the UK by 2040. The Business Minister Ian Lucas said there’s huge potential for the UK to lead in marine energy not just with our natural resources but in research and development and a skilled workforce.

E.ON Has A Vision Of LED Light

The utility company E.ON is set to start delivering light to councils and businesses in addition to supplying electricity, reports Business Green. The move to supplying light is aimed at reducing energy use across the country.

As part of its Sustainable Energy unit, E.ON operates an outdoor and street lighting division as it tries to put itself on the map as a provider of both energy efficient lighting and lighting maintenance services.

The managing director of the Sustainable Energy division said they aim to “light a street, for example, for five years and take full responsibility for that”. It means they aim to sell light rather than the energy or the bulbs involved in creating the light.

E.ON suggest that by providing a business with a long term contract for lighting it would reduce the costs of adopting energy efficient lighting such as LEDs. High costs have meant many have avoided the move to energy efficient lighting.

E.ON recently installed Marlin LED lights in village in Staffordshire which it says will reduce energy use by 70% and emissions by 12 tonnes over the lifespan of the lights – expected to be around 25 years.

Obama opens up oil exploration

According to the New York Times, US President Barack Obama is proposing to open up vast expanses of water along the Atlantic coastline, the eastern Gulf of Mexico and the north coast of Alaska for the purposes of oil and natural gas drilling – much of it for the very first time, officials stated.

The proposal, which is deemed a compromise that would please oil companies and domestic drilling advocates yet anger some environmental organisations and many residents of associated states, would put an end to the longstanding suspension on oil exploration along the East Coast – from the northern tip of Delaware to the central coast of Florida – an area covering 167 million acres of ocean.

It is anticipated that the proposal will be announced officially by President Obama and Interior Secretary Ken Salazar at Andrews Air Force Base in Maryland this Wednesday – but administration officials agreed to preview the details, as long as they remained anonymous!

The proposal’s intentions are to reduce the dependence on oil imports as well as to generate revenue from the sale of offshore leases and even help win political support for comprehensive energy and climate legislation.
