Shortly after arriving in Copenhagen, Denmark for the Climate Change Conference, President Barack Obama suggested that world leaders need to come to an agreement on climate change, no matter how imperfect, and also pushed for a global climate change deal that would include a way to monitor whether countries, mainly China, are complying with promised emissions reductions.
As reported by the nytimes.com – The president is attending the conference for the last day of discussions in what should have been talks to address global warming, but appearing frustrated by the absence of any agreeable deal, Mr. Obama was emphatic but at times impatient, commenting: “The time for talk is over”
Address 119 world leaders, who were gathered at a plenary session at the Bella Centre, Mr. Obama remarked that they needed a mechanism to hold one another accountable for their commitments, and said:
“These measures need not be intrusive, or infringe upon sovereignty”
This seemed to be in direct reference to the concerns expressed by Chinese officials, who have thus far balked at the proposed verification measures. He continued by saying:
“They must, however, ensure that an accord is credible, and that we are living up to our obligations. For without such accountability, any agreement would be empty words on a page”
The talks which have been ongoing for the past two weeks now seem to be locked regarding the verification measures especially as the final hours of the meeting approach without a deal but with plenty of tension.
